3.      Further discussion on the following motion moved by Mr. Abdul Haseeb Khan on 10th March, 2014:-

 

“This House may discuss the overall condition of Health sector after devolution of the subject of Health to provinces in pursuance of 18th Amendment in the Constitution.”.

 

4.      Discussion on the following motion moved by Mian Raza Rabbani on 17th April, 2014:-

 

“The House may discuss the Foreign Policy of the Government with particular reference to the situation likely to emerge after elections in India and Afghanistan.”.

 

MOTIONS

(Under Rule 218)

 

5.      MRS. RUBINA KHALID, MR. FARHATULLAH BABAR, MRS. KALSOOM PARVEEN, MRS. RUBINA IRFAN, MRS. SAEEDA IQBAL AND MRS. FARAH AQIL to move that this House may discuss the latest pronouncements of the Council of Islamic Ideology (CII) with particular reference to those relating to child marriages and easing of restrictions on contracting second marriage by Muslim men.

 

6.      MR. FARHATULLAH BABAR to move that this House may discuss the overall performance and problems being faced by the National Commission on the Status of Women (NCSW).

 

7.      COL. (R) SYED TAHIR HUSSAIN MASHHADI to move that the House may discuss the increase of fee in the Universities located in Islamabad.

 

8.      MR. MUHAMMAD TALHA MEHMOOD to move that the House may discuss the overall performance of CDA with particular reference to removal of encroachments in commercial and residential areas in Islamabad.

 

9.      HAFIZ HAMDULLAH to move that the House may discuss the Iran-Pakistan gas pipeline project.

 

RESOLUTIONS

 

10.    SYEDA SUGHRA IMAM to move the following resolution:-

 

“The House calls upon the Government not to confer MFN or NDMA status to India till such time that all the relevant Pakistani sectors and stakeholders are given a level playing field by the Indian Government (as per the Cabinet decision dated 29th February, 2012), which can only be achieved through the removal / reduction of tariff barriers, non-tariff barriers, subsidies, duties and other measures that will ensure both market access and protection from unfair competition to Pakistani agricultural and non-agricultural goods, exports and services.”.

 

11.    MR. MUHAMMAD TALHA MEHMOOD to move the following resolution:-

 

“This House recommends that the Government should take effective steps for poverty alleviation in the country.”.

 

12.    HAFIZ HAMDULLAH to move the following resolution:-

 

“This House recommends that the Government may take effective steps to promote Islamic Banking System in the country.”.

 

13.    MR. FARHATULLAH BABAR to move the following resolution:-

 

“This House condemns the mob burning of a Hindu temple in Larkana recently and calls upon the Government to hold a judicial inquiry into the incident and bring the culprits to justice.”.

 

14.    COL. (R) SYED TAHIR HUSSAIN MASHHADI to move the following resolution:-

 

“This House recommends that the Government should take immediate steps to broaden tax base in the country.”.

 

AMENDMENTS TO THE SENATE RULES

(Under Rule 269)

 

15.    MR. MUHAMMAD TALHA MEHMOOD to seek leave under sub-rule (4) of  rule 269 of the Rules of Procedure and Conduct of Business in the Senate, 2012, to move the following amendments:-

 

                   (1)    that in rule 184, for sub-rule (2), the following be substituted namely:-

 

                                (2)    The sitting of a Committee shall ordinarily be held at Islamabad:

 

                Provided that the Chairman Senate may permit holding of a meeting outside Islamabad, for justifiable reasons.

 

(2)    that in rule 198,-

 

                        (a)    in sub-rule (1), for the full stop occurring at the end, a colon be substituted and thereafter, the following provisos be added, namely:-

 

                        Provided that if there is no response from the Minister concerned after elapse of seven clear days from the date of notice for the proposed meeting, the consultation process would be deemed to have been so made:

 

                         Provided further that a meeting shall not be postponed at the request of the Ministry beyond fourteen days of the proposed date of meeting.

 

                        (b)    in sub-rule (3), for the full stop occurring at the end, a colon be substituted and thereafter, the following provisos be added, namely:-

 

                                Provided that if the minister concerned, is unable to attend a meeting, he shall explain the reasons of his absence to the committee:

 

                                Provided further that if the Secretary or any other government functionary, required by the Committee to attend the meeting, fails to do so, the Chairman Senate may, on a motion being moved by a member of the Committee, refer the matter to the Committee on Rules of Procedure and Privileges for consideration and such action as may be deemed appropriate.”.

16.    MR. MUHAMMAD TALHA MEHMOOD to move that the proposed amendments in rules 184 and 198 of the Rules of Procedure and Conduct of Business in the Senate, 2012, be taken into consideration.

 

17.    MR. MUHAMMAD TALHA MEHMOOD to move that the proposed amendments in rules 184 and 198 of the Rules of Procedure and Conduct of Business in the Senate, 2012 be passed.
