Senate Committee Mandates Digitization Strategy for Pakistan Post Covering Automation, Financial Restructuring, Loss Prevention, and Asset Commercialization
The Senate Standing Committee on Communications, convened at Parliament House under the chairmanship of Senator Pervaiz Rashid, conducted a comprehensive evaluation of Pakistan Post's administrative operations, digital transformation initiatives, financial outlook, and the employees serving on deputation in the National Highways and Motorways Police.
During the meeting, the Director General of Pakistan Post presented an extensive overview of the department's operational footprint, detailing its network of 9,946 post offices, 21,213 regular employees, 53 Mail Offices and 6 international mail exchange hubs. The committee involved in a comparative analysis with private courier services, noting the operational scope of markets private competitors which operates approximately 980 express locations, 2,800 total offices, 12,000 employees, and 8,000 riders—against Pakistan Post's delivery capabilities, which rely on approximately 4,500 riders nationwide while continuing to facilitate public utility services.
The Committee members analysed revenue trends following the shift of military pension disbursements and savings bank operations to commercial banks, which previously accounted for 60 percent of department revenue, forcing reliance on external funding the committee examined structural reforms and Digitization initiatives. Discussions highlighted the reactivation of the 2,761-post office automation project, supported by a 1.36 Billion rupees allocation via EXIM Bank of Korea through the Public Sector Development Programme (PSDP). Committee members emphasized leveraging commercial postal properties, integrating online networking solutions, and expanding e-commerce and logistics services to restore financial viability. The committee also scrutinized annual loss metrics over the past three years, compliance of postage stamps with international standards, and loss, theft, and pilferage incidents across domestic and international parcel networks.
The Committee recommendations tat 1.36 Billion rupees cover may be released to the Pakistan Post Office loaned from Korean EXIM Bank automation project covering 2,761 post offices, launch new e-commerce and logistics services, commercialize valuable postal real-estate, conduct private market comparative studies, and submit detailed revenue generation plans alongside complete board member profiles to parliament.
Moreover, Before receiving the briefing from NHA Police , the Committee Chairman inquired about police check-posts at chungi no 26, positioned before entering Islamabad motorways, airport, and various residential areas. Identifying this as a serious public concern. The Committee also raised another important matter regarding employees working on deputation in the National High ways and Motorways Police. Following the discussion, the Committee directed the DIG (NH&MP) to write to the Establishment Division to take actions against those who are working in the Motorway Police after retirement. The chairman committee directed the Additional Secretary M/o communications to conduct an inquiry into the matter and make necessary action. committee overall appreciated the honesty and effective working environment of NHA Police. The committee prayed for the founder of Pakistan, Quaid-i-Azam Muhammad Ali Jinnah, on the anniversary of his death.
The committee meeting was attended by Senators Mohammad Abdul Qadir, Saifullah Abro, Muhammad Talha Mahmood, Palwasha Mohammad Zai khan, kamil Ali Agha and Dost Ali Jeesar and briefed by Add. Secretary Communications, DG Pak-Post, DIG NHA Police along with all relevant officials.
