Event Title: Meeting of the Senate Standing Committee on Communications held at Parliament House, Islamabad

A meeting of the Senate Standing Committee on Communications was held at Parliament House, Islamabad.  The meeting was chaired by Senator Prince Ahmed Umer Ahmedzai and was attended by Senator Abdul Ghafoor Haideri, Senator Abida Muhammad Azeem, Senator Muhammad Akram, Senator Manzoor Ahmed Kakar, Senator Kamil Ali Agha, Senator Umer Farooq, Senator and Senior Officers from the Ministry of Communications, Pakistan Post and NHA. 
 
The Committee was briefed regarding the current status of the recruitment process of Pakistan Post; measures taken to extend the jurisdiction of NHMP in Balochistan; details of recruitment of NHA and NHMP and current status of N-30, N-25 and N-50projects in Balochistan. 
 
Discussing the Pakistan Post recruitment process the Committee was informed that currently the sanctioned strength for BPS 1- BPS15 is 28142; however, staff in position is 23195.  This discrepancy has had a toll on the work of the Organization.  The Committee was informed that recruitment process against the vacancies advertised in the press stands completed.  However, due to restraining orders passed by the competent courts for issuance of appointment orders to eligible candidates’ final appointment orders are yet to be issued. A break-up of province wise details of advertised posts was presented to the Committee as well. 

Reviewing measures taken to extend the jurisdiction of NHMP in Balochistan the Committee was informed that in order to extend patrol capacity of NHMP the agency would require additional 1880 strength to its existing force of 4000. The law and order situation in Balochistan has forced the agency to adopt a strategy different from the rest of the province.  Deliberating over details of recruitment of NHA and NHMP the Committee recommended, on account of the vast terrestrial expanse of the province,  the existing six percent job quota must be increased, The Committee stressed that a plan to achieve this goal must be submitted to the Committee at the earliest. 
 

Reviewing the matter of Pinjra Pull and current status of N-30, N-25 and N-50 projects in Balochistan the Committee stressed the need for adopting special measures to deal with calamities and formulate systems that would allow for ease of operations in emergency.  Capacity building of NHA was stressed.  Details of expenses including escalations and LDs must be submitted to the Committee as well.  Showing concerns regarding incomplete projects the Committee directed NHA to submit a detailed break-up of all Pakistan projects that would include allocation of funds before the next meeting.
