RESOLUTION

 

2.      SENATORS SARDAR MUHAMMAD AZAM KHAN MUSAKHEL AND MUHAMMAD USMAN KHAN KAKAR to move the following resolution:-

 

                             “This House is of the opinion that the strategy adopted by the Islamabad Capital Territory Administration to demolish and vacate the Katchi Abadi in Sector I-11, Islamabad is inappropriate. The House condemns the brutal action of CDA and ICT Administration for removal of Katchi Abadis in Islamabad.

 

                             The House urges upon the Government to make appropriate strategy to evacuate the Katchi Abadi inhabitants and to facilitate them in their rehabilitation so that it become compatible with the International Human Rights laws.”.

“This House may discuss the responsibility of the Federation in pursuance of Article 148 of the Constitution of the Islamic Republic of Pakistan.”.

 

4.      Discussion on the following motion moved by Senator Syed Shibli Faraz on    6th July, 2015:-

 

“The House may discuss the steps taken by the Government to broaden the tax base in the country.”.

 

5.      Discussion on the following motion moved by Senator Col. (R) Syed Tahir Hussain Mashhadi on 3rd August, 2015:-

 

“This House may discuss the situation arising out of environmental / climate changes in the country.”.

 

6.      Discussion on the following motion moved by Senator Col. (R) Syed Tahir Hussain Mashhadi on 3rd August, 2015:-

 

“This House may discuss the situation arising out of low profit rate on National Saving Schemes.”.

7.      Discussion on the following motion moved by Senator Col. (R) Syed Tahir Hussain Mashhadi on 3rd August, 2015:-

 

“This House may discuss the effects of transfer of wealth from Pakistan on its economy.”.

 

MOTIONS

(Under Rule 218)

 

8.      SENATOR MUHAMMAD JAVED ABBASI to move that this House may discuss the overall performance of Capital Development Authority (CDA).

 

9.      SENATOR MOHSIN AZIZ to move that the House may discuss the situation arising out of closure of Textile Industrial sector in the country due to becoming uncompetitive in the world market because of high electricity and gas prices including GIDC.

MOTION

(Under Rule 172A)

 

10.    RAJA MUHAMMAD ZAFAR-UL-HAQ, Leader of the House, to move under rule 172A of the Rules of Procedure and Conduct of Business in the Senate, 2012, that the House may constitute itself into a Committee of the Whole to consider mode of elections of Members of Senate, pros and cons of single transferable voting system, alternates, poll reforms etc. The Chairman Senate may fix time for sittings of the Committee, as and when he may deem fit.

 

AMENDMENTS TO THE SENATE RULES

(Under Rule 277)

 

11.    SENATOR RAJA MUHAMMAD ZAFAR-UL-HAQ, LEADER OF THE HOUSE AND SENATOR SAEED GHANI, to seek leave under sub-rule (4) of rule 277 of the Rules of Procedure and Conduct of Business in the Senate, 2012, to move the following amendments:-

 

                   (1)     that in the Rules of Procedure and Conduct of Business in the Senate, 2012, after rule 162A, the following new rule shall be added, namely:-

 

                             162B. Composition of Functional Committee on Devolution.- (1)  The composition of the Functional Committee on Devolution shall be such as may be determined by the House, from time to time.

 

                             (2)     The provisions of rules 173 (1) and 183 (1) shall not be applicable to the Functional Committee on Devolution.”.

 

                   (2)     that the existing rules 277 and 278 be re-numbered as rule 278 and   rule 279 respectively and the following new rule 277, shall be inserted, namely:-

 

                             “277. Procedure for submission of Public Petitions.- (1) Subject to the provisions of these rules, any person may submit a petition to the Chairman Senate containing clear suggestion relating to the business before the House, business before a Senate Committee or issue of public importance concerning the Federal Government. The petitioner shall make himself responsible for the accuracy of the matter raised by him. The petition shall be submitted online by filling in the Performa on Senate website or by post or by delivering in the Senate Secretariat by hand. Every petition will be allotted a tracking number and updated record of each petition shall be maintained by the Secretariat. A consolidated statement of the petitions received and disposed off will be made by the Secretary in the House in each session.

 

                   (2)     Unless the Chairman directs otherwise, the following will be the procedure for processing and disposal of petitions:-

 

(a)     On every Monday and Thursday, the petitions, received during the intervening period, will be submitted to the Chairman for appropriate decision. The Chairman will decide the admissibility of petitions and mode of action thereon;

 

(b)     A petition admitted by the Chairman for referral to Committee shall be transmitted to the Committee concerned which shall present its report within thirty days;

 

(c)     The petitions admitted by the Chairman for taking up in the House and those received back from the Committees concerned requiring discussion in the House will be taken up in the forthcoming session of the Senate;

 

(d)     If the House makes any recommendation or the Chairman gives any direction or the Minister gives any understanding on a petition, the Ministry/Division/Authority concerned shall report to the Senate Secretariat about the action taken thereon within twenty working days. The response of the Ministry/Division/Authority concerned shall be submitted to the Chairman for appropriate orders; and

 

(e)     The petitioner concerned shall be informed of the action taken on his petition within three working days after completion of action thereon.”

12.    SENATOR RAJA MUHAMMAD ZAFAR-UL-HAQ, LEADER OF THE HOUSE AND SENATOR SAEED GHANI, to move that the proposed amendments in the Rules of Procedure and Conduct of Business in the Senate, 2012, regarding insertion of new rule 162B, re-numbering of the existing rules 277 and 278 as rule 278 and   rule 279 respectively and insertion of new rule 277, be taken into consideration.

 

13.    SENATOR RAJA MUHAMMAD ZAFAR-UL-HAQ, LEADER OF THE HOUSE AND SENATOR SAEED GHANI, to move that the proposed amendments in the Rules of Procedure and Conduct of Business in the Senate, 2012, regarding insertion of new rule 162B, re-numbering of the existing rules 277 and 278 as rule 278 and   rule 279 respectively and insertion of new rule 277, be adopted.
